SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATON

 

  1.       NAME OF THE ASSOCIATION: SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATION, STATE

      3.      The objects for which the Society is registered are:

            A.  To promote and encourage SSCAF’s Games, sports and cultural activities   in DELHI.

            B. To organize and control SSCAF’s Games, sports and cultural activities  in DELHI.

            C. To provide facilities for training in SSCAF’S Games, sports and cultural activities .

D. To render as and when possible financial assistance to individual player, officials, coach and to         affiliated organization for the promotion of SSCAF’S Games, sports and cultural activities  and holding competitions, championship, tournament and other sports events in any part of DELHI.

E. To provide the players, official and coaches with new knowledge and technique in SSCAF’s Games, sports and cultural activities .

F. To enforce all rules and regulations of the Inter district body in so far as they are related to SSCAF’s Games, sports and cultural activities .

G. To be the official organization in complete and sole charge of all SSCAF SSCAF’s Games, sports and cultural activities ’s  matters in DELHI.

H. To guard and enforce rules in co-operation with the Districts SSCAF’s Games, sports and cultural activities  Associations of the state and in full and complete collaboration with the DELHIn Olympic Association.

I.   To stimulate the interest of the people of the state in promotion of SSCAF’S GAMES, SPORTS AND CULTURAL ACTIVITIES  and to that end the formulation of District SSCAF’s Games, sports and cultural activities   Association for the development of SSCAF’s Games, sports and cultural activities  within a District.

J.   To admit the membership of the District SSCAF’s Games, sports and cultural activities  Associations and other affiliated units.2

K.  To take disciplinary action against any affiliated District / Unit or Organization for misbehavior or any undesirable activity bringing discredit to the state and SSCAF’s Games, sports and cultural activities  or which is prejudicial to the interest of the society and for not organizing meets at the district level and sending teams for various competitions.

 

         NOTE:. For the attainment of aforesaid objects, the Association may:    

  1. Edit, compile, print and publish periodicals, books, brochures or leaflets.
  2. Accept or procure subscriptions, donations or other contributions on such terms, as it may consider reasonable.

III.    Procure, collect and accept gifts and endowments on such terms, as it may consider           reasonable.

IV   . Borrow or raise money for the purpose of the Association including the issue of or upon bonds,      debentures, bills of exchange, promissory notes or other obligations or securities of the Association.

V.    Acquire movable or immovable properties on behalf of the Association and sell, lease, exchange, dispose of or otherwise deal with all or any part of such properties.

VI.      To plan Coaching schemes for the benefit of SSCAF’s Games, sports and cultural activities  players  of the state.

VII       Do all other things that may be necessary or expedient to promote the development of SSCAF’s Games, sports and cultural activities   in DELHI and for the conduct of its business and generally to do all such things as may be necessary for expedient,  awful, incidental or conducive to the attainment of the foregoing objects or any of them.

NOTE:. The income and property of the Association herewith detailed shall be applied solely towards the promotion of its objects as set forth in the memorandum of association and no portion thereof shall be paid or transferred directly or indirectly by way of dividends, bonus or otherwise by way of profit to the members provided that nothing therein shall prevent the payment of remuneration to its officers or staff or other persons in return for any services actually rendered by them in their current professional capacity. Part of the money collected by any individual / organization / company can also be paid commission out of the money raised by that agency / individual.

RULES AND REGULATIONS OF THE

DELHI SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATON.

 

I.  DEFINATION AND EXPLAINATION:

i) Association shall mean the “SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATON” also known as SSCAF, DELHI in abbreviated form.

ii) Members shall mean an affiliated member of the “SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATON  (This does not mean the recognized member).

iii) ‘Constitution’ shall mean the constitution of the SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATON.

iv) ‘Assembly’ shall mean and include the representative deputed by the members in accordance with the rules hereinafter contained and the person(s) holding DELHIn Citizenship

vi) ‘District Association/Association’ shall mean District SSCAF’s Games, sports and cultural activities  Association affiliated

viii)‘Recognized’ shall mean the District/ Department, which are given recognition to the SSCAF, DELHI.

vii) ‘Board’ shall mean any/or all DELHI sports body affiliated to SSCAF, DELHI.only for the purpose of participation.

II.  ASSOCIATION YEAR

The official year of the DELHI SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATON shall be the financial year commencing from 1st of April.

 

III. MEMBERSHIP

The membership of the Association shall be open to the under mentioned,subject to approval by the General Assembly.

1) SSCAF’s Games, sports and cultural activities  Associations of Districts as well as Centrally Administered Union Territories (the geographical boundaries of a District/ Centrally Administered Union Territories) shall be the same as recognized by the constitution of DELHI.

2) Sports central bodies or organizations of All DELHI character.

3) Sports bodies, which are promoting SSCAF’s Games, sports and cultural activities  at various levels, can be given recognition i.e. only for participation in limited meets.

 

IV. CLASSIFICATION OF MEMBERSHIP

The membership shall be divided into three Categories i.e. Category I, Category II and Category III and this classification is liable to change from year to year. The Categorization of District Associations will be made on the the basis of total points earned by the respective affiliated District Units of the Association.  The following factors shall be taken into account for preparing the Merit list of the affiliated Units for the propose of Categorization:

a) Points won by the District’s SSCAF’s Games, sports and cultural activities  teams in four consecutive years preceding Inter District/District SSCAF’s Games, sports and cultural activities  Championships or tournament

b) Organization of SSCAF, DELHI Meets by the Unit in a year (each competition will carry 5 points). (Maximum 25 Points)

c) SSCAF’s Games, sports and cultural activities  activities carried out by the Unit in a year.(25 Points)

d) Participation of District SSCAF’s Games, sports and cultural activities  team in various district level Competitions during the year. 5 Points for each team in each category

CATEGORY-I :- Category I will consist of first six District Associations in the order of Merit.

CATEGORY-II:- Category II will consist of next six District Associations after those listed in Category-I .

CATEGORY-III:- Category III will consist of the remaining affiliated Units/Organisations.

Note : If any affiliated Unit does not adhere to the activities of the Association, it may not be considered for inclusion in any of the categories. To fall in the category I, II, III, the affiliated Units must fulfil the conditions as laid down in the constitution.

 

(V. ) AFFILIATION

 

a) Application for affiliation from an organization shall be submitted to the Honorary Secretary along with a list of its office bearers for the current year along with the prescribed admission fees & activities report. In case there is no SSCAF’s Games, sports and cultural activities  meet conducted by the unit applying for affiliation. The application can not be accepted.

b) The Honorary Secretary shall place before the Executive Council such applications for disposal. The Executive Council may reject any application for affiliation without assigning any reason. In the case of rejection of an application for affiliation the fees deposited shall be refunded to the party concerned.

 

(VI.) MEMBERSHIP FEES (ADMISSION FEE & ANNUAL RENEWAL FEE) 

 

a) The Admission Fee & Annual Renewal Fee payable to the Association shall be as follows:

i) District SSCAF’s Games, sports and cultural activities  Association:   Admission fees Rs. 2100.00 Annual Renewal is Rs. 2100.006

ii) SSCAF’s Games, sports and cultural activities  Association of Centrally Administered Union Territories :  Admission fees is Rs. 5000.00 and annual renewal is Rs. 5000.00

iii) Organization of All DELHI Character 11,000.00 (School or Colleges for District level affiliation*)

*For any school/junior Colleges having branches in more than 5 district of DELHI state

        

NOTES

  1. It shall be the duty of the affiliated organization to send their annual renewal fee of membership and other dues to the association by the end of the first month of the financial year.
  2. The treasurer shall give thirty clear days notice to the members concerned calling upon the member to clear the arrears failing which the membership shall be deemed as cancelled with effect from the 31st day of the date of notice. The Treasurer will also circulate the list of arrears to all members.
  3.  Contribution to be made by Affiliated Members / Organizations to the DELHIn SSCAF’s Games, sports and cultural activities  Contingent for any Inter district Competition if not paid in full to the association in time will be treated as arrears.
  4. SSCAF, DELHI committee*  reserve the right to increase the annual fees.   SSCAF, DELHI committee consist of founder member,  President, , General Secretary , treasurer  of SSCAF, DELHI..

 

VII. DEFAULTERS & DIS-AFFILIATION

 

a) A member failing to pay the membership fee as well as other dues, if any, to association before the 30th April every year shall be treated as defaulter and such defaulter shall neither be allowed to the membership of the General Assembly, Executive Council or Committees of the Association nor be permitted to participate in the championships conducted under the aegis of the Association or other affiliated units.7Notwithstanding any action taken by the council against any other defaulter under these rules or the regulation there under the council shall have full power to take legal steps against such defaulter for the recovery of dues of the Association. A defaulter will however be entitled for restoration of rights and privileges only on payment of the arrears of membership fee together with a penalty amounting to 20% of the annual renewal fee or the arrears, which ever is more, provided the executive committee in its meeting approves the same and the restoration is communicated to the defaulter in writing.

b) If the renewal fee and the other arrears are not paid on or before the last day of the following year the defaulter will automatically cease to be a member of the Association.

 

VIII. RE-AFFILIATION

 

A member, who ceases to be a member of the Association either by forfeiture of membership or otherwise shall in no circumstances be eligible for re-affiliation unless all its arrears of membership fee or other dues if any to the Association, are cleared. The ceased member has to write application for re-affiliation which shall in all other respect comply with the provision of Rule V. A member in that case has to pay admission fee again.

 

 

 

IX. RIGHTS AND PRIVILEGES OF MEMBERS

 

Subject to the provision of these rules generally or any By-Laws hereunder, a member shall amongst others have the following rights and privileges.

a) Right to vote through its accredited representative(s) of general meetings of the Association provided that the dues of the Association have been paid in time.

b) Right to seek election to the Executive Council or any committee of the Association subject to the provision of the Rule vi & vii.

c) Right to obtain information about working and accounts of the Association.

 

X. MANAGEMENT

The management of the Association and its affairs and the administration and enforcement of its rules, regulation and bye-laws shall be entrusted to the Executive Council which shall also deal with all permanent and temporary appointments as well as dismissal or suspension of the other staff without assigning any reason.

 

XI. ASSEMBLY

Assembly of the Association consists of Founder member of this association.

 

 

The Assembly will also elect chairman and conveners of the following committees:-

i) Technical Committee

ii) Selection Committee

iii) Planning & Coaching Committee

iv) Statistical Committee

v) Medical Committee

vi) Disciplinary Committee

vii) Constitutional Committee

viii) Women Committee.

ix)  Organizing committee.

x) Examination committee

xi) Any other committee which the management feels necessary.

 

Nomination of SSCAF, DELHI representative to the committees of National SSCAF’s Games, sports and cultural activities  Association/Association and to Inter district SSCAF’s Games, sports and cultural activities  Council/Association/Association will be made by President / Secretary.  In case such nominated representative is not available to attend the meeting, substitute will be nominated by the President / Secretary. Assembly is not permitted to participate in the election of Administrative committee only the founder members of SSCAF, DELHI are allowed to vote for various posts of administrative committee. Honb’ble President and Secretary of Administrative committee will be the common for all other committees mentioned above in Assembly

 

XII. OFFICE BEARERS

The following will be the Office Bearers of the Association and they shall be elected from amongst the members of the assembly:

(a) President

(b) One Senior Vice-President

(c) Seven Vice- Presidents

(d) Six Associate Vice Presidents- To be appointed by the Executive Council      9

(e) One Hononary Secretary

(f) One Senior Joint Secretary

(g) Seven Joint Secretaries

(h) One Honorary Treasurer

(i) founder members

One or more Life Presidents can be appointed for their distinguished services to SSCAF’s Games, sports and cultural activities .  The President, Senior Vice President, Hony. Secretary, Hony. Senior Joint Secretary and Hony. Treasurer will form the Emergency Committee or any other committee formed by the President & Secretary of the Association for taking any important decision where adequate time may not have been available to convene the Executive Council Meeting. Such decisions will later be ratified by the Executive Council.

 

XIII. EXECUTIVE COUNCIL

The Executive Council of the Association shall consist of:

1. All the office Bearers of administrative committee

2. Maximum Twelve Executive Committee Members Elected by Name.

3. Chairmen of all the Committees

4. 4 more Members to be nominated by the Executive Committee, which will include former outstanding players/ Coaches/ Sports Administrators.

 

XIV. ELECTIONS

(a) Elections shall be held once in four years at the Annual General Meeting (Meeting of the Assembly) to elect the 12 members of Executive Council ( as mentioned in  para xiii) and members other committees from amongst the representatives of the members.

(b) In order to bring continuity in the programme of the DELHI SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATON

1) To seek election for the post of president/secretary/treasurer:  the person must be founder member of SSCAF, DELHI and member of admin. Committee of SSCAF, DELHI

2) All nomination for office bearer should reach the association office 7 days before the meeting. The President / Secretary, in consultation with executive committee members, will appoint the returning officer.

3) The scrutiny of the nomination will be done on subsequent day.

4) Nomination can be withdrawn two day prior to the meeting. List needs to be sent to all member by mail. Election will be done by secret ballot.

5) Nomination for the post of president and secretary should be proposed  by at least 3 member units and also seconded by 3 member units, who are eligible to vote.

 

XV. MEETING

A) ANNUAL GENERAL MEETING

i) The Annual General Meeting of the assembly shall be held every year at a place, date & time to be decided upon by the President / Secretary.  As far as possible the meeting shall be held by rotation at different  places. But in case due to unavoidable reason, the meeting is not held  every year, it can take place after two years. In case the Annual General Meeting is not held in the year, the Annual Report of the Hony. Secretary and the audited Districtment of Accounts for that year may be considered in a meeting of the Executive Council, which can be later ratified in the Annual General Meeting.

ii) The agenda of the Annual General Meeting shall also include:

a) Confirmation of the minutes of the previous Annual General Meeting and of the Special General Meeting; if any.

b) Consideration and adoption of the Hony. Secretary’s annual report on the working of the Association.

c) Consideration and passing of the Audited Districtment of Accounts of the year and the Budget for the next year to be submitted by the Hony. Treasurer.

d) Appointment of Auditors and fixing their remuneration.

e) Election of the Executive Council, Office Bearers (if due) and committees.

f) Consideration of the Annual SSCAF’s Games, sports and cultural activities  Meets calendar.

g) Amendment(s) to the constitution (if any).

h) Any other business of which due notice has been given. 11

i) Any matter affecting the welfare of the Association which the President  or Secretary General may bring or allow to be brought before it. This will include discussion about developmental activities and analysis of programmes and policies of the Association. Both the President and Secretary General can call meeting on telephonic message.

NOTE: The Annual Report, Audited Districtment of Accounts and all other relevant papers shall be circulated to the members before the meeting.

B. SPECIAL GENERAL MEETING:

Special General Meetings may be summoned at any time by the President at his discretion and shall be convened by the Hony. Secretary. If 20 member units want any serious matter(s) concerning the development of SSCAF’s Games, sports and cultural activities  to be discussed. President may call such a meeting within 30 days, provided 20 member units send a representations to President / Secretary in writing.

 

C. EMERGENT MEETING

Notwithstanding anything in the constitution, an Emergent Meeting of the assembly may be convened by the Hony. Secretary in consultation with the President on urgent specific matters.

 

XVI. NOTICES AND QUORUM FOR MEETINGS

In convening meetings, the notice period and quorum, as given hereunder, shall be observed:

i) Annual Gen. Meeting 15 clear days two-third of the (Annual Meeting of the Representatives Assembly) entitled to vote or 15 representatives whichever is less.

ii) Special General Meeting 10 clear days 15 representatives

iii) Emergent Meeting 10 clear days 15 representatives (By Tel /SMS/ mail/Fax)12

iv) Executive Council Meeting 10 clear days 7 representatives

v) Emergent Executive Council Meeting 7 clear days 7 representatives

vi) Committee Meetings 7 clear days 3 representatives

 

NOTE: ‘Clear’ means from the date of posting / By Tel /SMS/ mail/Fax.  The Notice can be sent either By Post/ Tel /SMS/ mail/Fax if possible.   Besides the above, meeting may be convened by the Honorary Secretary during the District SSCAF’s Games, sports and cultural activities  Championships at a very short notice with the consent of the majority of the members present at such meetings, can only discuss matter relating to the particular Championships or related matter. On any issue of very urgent nature and under special circumstances when a meeting of the Executive Council cannot be convened, the Hony. Secretary may obtain the approval of the members of the council by circulation and act accordingly, provided that majority of members favour the proposal so circulated. But such cases must be placed at the next meeting of the Council for formal ratification and record.

 

XVII. TENURE OF POSTS

Office bearers and members of the Executive Council of the Association may hold office as such for one or more terms of 4 years each by obtaining simple majority vote of the members present and voting in election. (Tenure will start  from October)

 

XVIII. HOLDING OF OFFICE

No office bearer of the Association shall be eligible to be the office bearer simultaneously of any other District Sports Association except IOA/any other multiple discipline association.

 

XIX. VACANCIES.

The office of a member of the council (including that of an office bearer) shall fall vacant-

a) If the Organization he represents ceases to be a member or he ceases to be a member of any member Organization.

b) If he resigns his office by a notice in writing to the Hony. Secretary and his resignation is accepted by the Executive Council (in the case of the Hony. Secretary the notice of the resignation shall be addressed to the President).

The Executive Council shall have power to fill up vacancy so caused by cooption from among the representatives to the assembly and that will remain good until the next election.

 

XX. VOTING :

only elected affiliated units will have right to vote for appointment in all committee other than Administrave committee in AGM.                                                                                                                   

a) At the Annual General Meetings and Special General Meetings, members shall be entitled to send their representatives as provided for hereunder

Categories I Organization - two representatives each

Categories II Organization - one representatives each

All those Organizations, who do not fall in any of the above three categories due to non-fulfilment of obligation laid down under the Constitution, can attend the meetings, but without right to vote.  Any affiliated unit of the association which fails to conduct its election will not be  eligible to vote, nominated members of that unit can attend the meeting but without a right to vote.

 

XXI. POWERS, FUNCTIONS & DUTIES  OF THE ASSEMBLY

A. POWER AND FUNCTION

1. To formulate the policy of the Association and the principles on which it shall be carried out.

2. To carry into effect the objects of the Association.

3. To hold election of office bearers, the Executive Council and the committees every four year in accordance with the rule of constitution.

4. To frame rules for honorary or associate membership of the Association and to invite the leaders, including the President of Republic of DELHI,  and officers of the Republic of DELHI to be the Patron in Chief of the Association.

5. To admit membership of any organization eligible for affiliation under the constitution.

6. To raise funds for the Association and to hold the same and to control and administer other properties of the Association.

7. To impose or enforce penalties for any violation of the rules and the by-laws of the Association as also of the SSCAF, DELHI.

8. To appoint auditors to examine and certify the Balance Sheet of the Association annually.

9. To consider and to adopt the annual reports, districtment of accounts and sanction the budget estimates of the Association.

10. To be the sole official Organization in complete and sole charge of all SSCAF SSCAF’s Games, sports and cultural activities  matters in the state.

11. To institute, locate, conduct and manage all meets proposed for the selection of DELHI’s SSCAF’s Games, sports and cultural activities  Contingent for the World Olympic and other contests.

12. To convene All DELHI SSCAF’s Games, sports and cultural activities  Championships.

13. To appoint Sub-Committees as and when necessary.

14. To appoint selection committee to select DELHI’s SSCAF’s Games, sports and cultural activities  team and officials.

15. To recognize and register District and All times records in SSCAF’s Games, sports and cultural activities ’s championship and tournament

16. To organize SSCAF’s Games, sports and cultural activities  training camps and coaching clinics  independently or in co-operation and collaboration with district affiliated bodies, any educational societies, universities, institutions  or any other private or government department.

17. To amend the constitution when considered necessary.

18. To maintain a register of approved officials.

19. To hold or arrange to hold individual physical efficiency tests.

20. To explain and interpret the rules and regulations of the Association and to give decision on any point not covered by them.

21. To maintain affiliation with the Inter district Association of SSCAF’s Games, sports and cultural activities  Associations, if any

22. To make rules and regulations for holding all DELHI SSCAF’s Games, sports and cultural activities  competitions.

23. To take disciplinary action against any member of its representative for misbehaviour or any other undesirable Activity, bringing discredit to the state or to the Association.

24. To delegate any of its power to any person or body.

25. To have powers to frame by-laws and rules which are not inconsistent with the constitution.15

26. To have power to suspend any member or player or team rom taking part in the District Competition.

27. To exercise such other power and perform all other duties as are incidental and to relate to the aims and objectives of the Association mentioned in the Memorandum of Association.

28. To take decision regarding continuing / discontinuing of its affiliation with any other body.    

 

B. DUTIES OF THE EXECUTIVE COUNCIL

The Executive Council shall, save as provided hereafter, have the following powers:

1. To carry out the objectives of the Association specified in the Memorandum of Association.

2. To conduct the General Management and the direction of the Association during the interval between meetings of the assembly and duly report all the decisions and actions to the assembly for its approval.

3. To manage, supervise and administer the funds of the Association as delegated by the assembly.

4. To recommend to the assembly to submit to membership organizations eligible under the constitution.

5. To initiate and recommend to the General Assembly schemes for promotion and development of SSCAF’s Games, sports and cultural activities  in the state.

6. To decide cases of indiscipline, misconduct, protest, breaches of regulation and impose suitable penalties against individuals where necessary, subject to his right to appeal to the General Assembly.

7. To approve disciplinary action and hear appeals against such action taken by subordinate bodies.

8. To fill in Vacancy in the Executive Council.

9. To sanction foreign tours.

10. To consider the Annual Report prepared by the Hony. Secretary and the Annual Audited Districtment of Accounts of the Hony.Treasurer and submit the same with their recommendations to the assembly.

11. To appoint representatives of the Association for any institution or organization.

12. To appoint special committees for specific functions and duties and to appoint officers, clerks and other staff and to define their duties and functions and to suspend or dismiss them or dispense with their services as occasion may require and fix their salaries, remuneration, allowances and other privileges, if any, and direct payment thereof through the Hony. Secretary from the funds of the association.

13. To procure, accept, collect and receive subscriptions, donations, gifts, legacies, contributions and endowments and to raise money by all lawful means for the benefit of the Association and for fulfilment of the aims and objectives of the Association.

14. To invest the funds of the Association in such securities or in such a  manner as the Executive Council may deem fit and from time to time vary such investments if and when necessary.

15. To co-opt any expert or specialist for any specific purpose as and when necessary but such person shall have no power to vote.

16. To nominate the Hony.Secretary or any other member or members to act on behalf with full authority to sign any deed or document or to give valid and effectual discharge as if all the members of the Executive Council have been acting jointly.

17. To fix up the passage money and other expenses necessary for representatives of the association to attend meetings of any other body.

18. To fix up passage money and other expenses of DELHIn SSCAF’s Games, sports and cultural activities  teams going out of DELHI if not otherwise prescribed under this constitution.

19. To provide building, premises, furniture, apparatus and other means needed for carrying out work of the Association and to frame the rules therefore.

20. To enter into, vary, carry out and cancel contracts on behalf of the Association.

21. To explain, define and interpret the provisions of this constitution when disputed.

22. To exercise such other powers and to perform such other duties as may be assigned to it by the Assembly.

23. To do all such acts and things as are incidental or conducive to the doing of the foregoing acts or any of them.

24. To purchase movable and immovable properties for and on behalf of the SSCAF, DELHI.

25. To sell discard or transfer any property of the SSCAF, DELHI.17

 

C. OF COMMITTEES

The Secretary General and the President of SSCAF, DELHI will define the powers, functions and duties of all committees as and when formed.

 

XXII: DUTIES OF OFFICE- BEARERS

A. PRESIDENT

a) The President shall be the head of the Association and shall  preside over all meetings of the Assembly and the Executive Council. He shall guide the SSCAF, DELHI in all activities. He shall exercise superintendence over office bearers and the members of the Executive Council and other committees in their discharge of their duties. He shall have overall powers of supervision over the working of the association and its efficient administration. The President and in his absence the chairman of the meeting shall have full powers to preserve order in all meetings and shall have all the powers and privileges which are generally vested in him under accepted parliamentary procedure.

b) The President shall have a casting vote in case of a tie in an addition to his deliberative vote.

c) The President shall ensure that the financial position of the SSCAF, DELHI is sound and no unauthorized expenditure is incurred. The President is authorized to sanction expenditure up to any amount for any one item, which is not included in the budget.   Expenditure in excess of this amount, will be sanctioned by the Executive Council.

d) In case of emergencies, the President will have full power to issue orders, which may subsequently be confirmed by the assembly or the Executive Council.

e) He will not require representation after becoming President to sit in the meeting even to contest election for the next tenure.

 

B. SENIOR VICE-PRESIDENT

Senior Vice President will exercise the powers of the President when the President is not available for transaction of Association work or he authorizes the Senior Vice President who will enjoy the same authority in the Association

as the President in the specified jurisdiction delegated to him.

C. HONY. SECRETARY

The Hony. Secretary shall be the executive officer of the Association and shall be responsible for carrying out all the decisions of the assembly, Council and Committees and shall see that all the rules of the Association are observed by

all the concerned and shall subject to the general control and direction of the council and the President inter alia.

a) Convene all meetings of the Assembly, Council and Committees under the rules and shall cause minutes of all

proceedings and resolution of all such meetings to be correctly recorded in a book specially provided for the purpose and such minutes shall upon questions put and votes taken thereon to be signed by the Chairman at the meeting and when signed by him shall be conclusive evidence of the correctness of the entry.

b) Shall be responsible for carrying on all correspondence in the name if the Association save as other wise directed by the President.

c) Shall be in-charge of all records and documents (including the register of members) as may be necessary for the smooth and efficient working of the Association.

d) Shall have custody and maintain in proper order and condition all trophies, souvenirs and seals and insignia of the Association of all movable and immovable properties of the Association and maintain up to date stock book and have annual stock taking made of all such properties.

e) Transact all official business of the Association.

f) Act as Secretary and convener of the Assembly, Council and Committees of the Association.

g) Exercise a general supervision over the employees of the Association.

h) Conduct all affairs of the Association according to its rules, regulations and by-laws.

i) Collect or cause to be collected all subscriptions and fees and get in with due diligence all other monies dues and payable to the Association, make overall collection as and when received or released to the treasurer and requisition for such monies as may from time to time be needed for meeting the necessary expenses sanctioned by the council.

j) Forward all bills for payment to the Hony. Treasurer up to the extent sanctioned in the budget estimates and after the approval of the President.

k) Have an imprest cash of Fifty Thousand Rupees recoupable as soon as accounts are rendered.

l) Sanction advance upto ten thousand rupees.

m) Ensure that the accounts of the Association have been properly maintained by the Hony. Treasurer and are regularly audited.

n) Prepare every year, the annual report on the working of the Association and place the same before the assembly after getting it duly approved by the council.

o) Secretary can help the preparatory committee of the players for various SSCAF’s Games, sports and cultural activities  meets. He can also take the assistance of other persons of his own choice or he can also nominate some other persons as head of this preparatory committee.

p) He will not require representation after becoming Secretary to sit in the meeting even to contest election for the next tenure.

q) He can also give charge of his Secretaryship to any one, if circumstances permit, with the approval of the President.

 

D. SENIOR JOINT SECRETARIES AND JOINT SECRETARIES

The Senior Joint Secretary will exercise the power of Hony. Secretary when the Hony Secretary is not available for transaction of association work. Specific duties and powers can also be asigned to the Hony. Senior Joint Secretary by

the President with due approval of the Executive Council. One Joint Secretary will be nominated by the Executive Council to look after and co-ordinate the affairs of each zone and report the progress to the Executive Council. The

zonal Joint Secretaries will also coordinate organization of zonal meets and registration of player/teams, official, overseeing regular holding of annual meetings of the units in the zone. Position will be reported to the Executive Council from time to time.

 

 

E. HONY. TREASURER

The Hony. Treasurer shall be subject to the general control and direction of the council/Association inter alia.

a) Prepare and place the budget for the year before the council for necessary sanction that shall allocate the budget grants to the different heads of expenditure.

b) Make all payments of the Association after the connected bills and vouchers have been duly checked by him and passed for payment by the Hony.Secretary.

c) Deposit all money as and when received from the Hony. Secretary or any other sources into accounts of the Association with banks.

d) Have charge of all funds of the Association.

e) Maintain the books of accounts of the Association.

f) Operate the banking accounts of the Association jointly with the President / Secretary.

g) Have an imprest of Ten thousand Rupees.

 

F. Operating Bank Accounts:  The bank account of the association will be operated jointly by Hob’ble President, Secretary General and Treasurer.  The Signature of Treasurer is complersery along with signature of Hob’ble President, Secretary General (anyone from Hob’ble President, Secretary General)

 

XXIII. RESPONSIBILITIES OF MEMBERS

i) All constituent Organizations of the Association shall be abide by the rules & regulations. They shall be responsible for conducting SSCAF’s Games, sports and cultural activities  competitions/sending the player/teams for all the District level competitions as defined under article XXX.

ii) Each affiliated Organzation shall direct its own activities, conduct its competitions and control its player/teams in accordance with the principles set forth in the rules and regulation and by-laws of the association.

iii) Any penalty imposed by any Organization affiliated to the Association on any of its members for any infraction of the principles set forth in its rules, regulation and bye-laws shall be honoured by other affiliated Organizations.

iv) Disciplinary action whenever taken by an affiliated Organization against members in its jurisdiction shall be reported by it to the Hony. Secretary of the Association for record and information to other affiliated Organizations within ten days of action having been taken.   An appeal against such action of the affiliated Organization shall liewith the Executive Council.

v) All Districts / Boards should nominate their Chief Coaches and should inform the Association the name and other details of the Coaches accordingly. If a unit fails to nominate the District Chief Coach / Panel of Coaches, the unit will not be allowed to take part in any Annual General Meeting.

vi) If any District Unit / Board / Department Unit affiliated to recognized by SSCAF, DELHI, fails to conduct the District Unit / Board / Department SSCAF’s Games, sports and cultural activities  meets within the period allotted preferably before December every year, such Districts/ Boards / Departmental units will be liable for disaffiliation/ de-recognition without serving any notice. In case ofgenuine reasons like natural calamities etc. President/ Secretary is authorized to allow for a change in the date/ venue of the Meet.

vii) All Districts / Boards / Departmental Units are required to participate in District Championships.  They are required to send their Calendar of Events and detailed Reports of their SSCAF’s Games, sports and cultural activities  Meets alongwith the results to the Association. If any Unit fails to send its team in District Meets, and they fail to conduct their Annual SSCAF’s Games, sports and cultural activities

Championships for Seniors / Juniors/sub junior, they will automatically stand disaffiliated.

(viii) To avoid disputes in the Districts, the presence of an Observer from the Association will be mandatory during the Election meetings of the District Associations. The Observer will be sent to the Election meetings of those Districts, who submit the list of their Units alongwith a copy of the Constitution and other relevant informations, as deemed necessary. Proceedings of Election Meetings of Districts / Units without the presence of Observer of the Association, will not be accepted.

 

XXIV. SUSPENSION AND REINDISTRICTMENT

1) The committee shall have power to suspend any member or player/team from District or Interdistrict Competitions for so long as shall be districtd in its decision, which later on has to be ratified by the Executive Council.

2) On the application of any member the Assembly may reindistrict any player or team who by reason of any infringement of the SSCAF, DELHI rules has been declared ineligible to take part in competitions under SSCAF, DELHI rules. Any application of reindistrictment must be forwarded to the General Secretary, SSCAF, DELHI, by the Secretary of the member responsible or the player/team concerned. Such application shall be given in detail the circumstances leading to the ineligibility and the reasons advanced for reindistrictment.

 

XXV. AMENDMENTS OF MEMORANDUM, RULES AND BYE LAWS

1) The Assembly shall have power to alter, extend or abridge the purpose which The Association is established as districtd in the memorandum of association in the manner provided for in section 12 of the societies Registration Act (XXI of 1860) 2).   No amendment shall be made to these rules except at the Annual or Special General meetings of the Assembly and unless supported by two – third of the representatives present and voting. The Bye- laws can be amended at a meeting of the council convened for the purpose.

3) SSCAF, DELHI will also abide by the changes, if any, made in the SSCAF, DELHI constitution from time to time provided the same are not inconsistent with the DELHIn laws.

 

XXVI. FORCE OF THE BYE- LAWS

For all the purposes of the bye laws made under the rules of the Association as    provided for in this constitution shall have the same force as of the rules in the constitution.

 

XXVII. RESIDUARY POWERS

Any matter not provided for in these rules shall be dealt with by the council.

 

XXVIII. DISCIPLINARY COMMITTEE he SSCAF, DELHI will appoint Disciplinary Committee from among the members of the Executive Council not exceeding five to deal with all matters pertaining to disciplinary regulations and the committee will submit its report or findings to the Executive Council. The decision of the Executive Council will be put up for ratification of Assembly.

 

XXIX. DISSOLUTION

i) The Association may be dissolved at the general meeting specially called for the purpose either by the Council or upon requisition of two-third number of members, provided that majority of members present, vote for the same.

ii) If upon the dissolution of the Association there shall remain after the satisfaction of all its debts and liabilities any property whatsoever, the same shall not be paid to or distributed amongst the members of the Association or any of them but shall be given to the society carrying on similar objects on such terms and conditions to be determined by

votes of majority of members present personally or in default thereof as the appropriate Court or Union Government may determine on that behalf.

 

XXX. MISCELLANEOUS

A) The Association will appoint District Coaches.

B) The Association will hold , where feasible the undermentioned competitions annually. These competitions should be organized through inter-block and inter district competition in each District,  leading to the competitions at the District level.   In all Competitions held under the banner of SSCAF’s Games, sports and cultural activities

Association of DELHI, only SSCAF, DELHI approved equipment will be used.

List of competitions:

1. District SSCAF’s Games, sports and cultural activities  Championships for various categories*

2. All DELHI Inter- District SSCAF’s Games, sports and cultural activities  Championships (Seniors)

3. Open District SSCAF’s Games, sports and cultural activities  Championship for various categoies.

4. SSCAF’s Games, sports and cultural activities  Association Cup for  Seniors.

5. Four Zonal SSCAF’s Games, sports and cultural activities  Meets (Juniors)

6. Association Cup SSCAF’s Games, sports and cultural activities  Meet for Juniors.

7. District Inter District SSCAF’s Games, sports and cultural activities  Championships

*various categories means under -12 or Mini, under-14 or Sub Junior, under-17 or Junior, Under-19  or senior and above 19 or mens and womens.  These all five categories

 

C) TECHNICAL RULES

DELHI SCHOOL SPORTS AND CULTURAL ACTIVITIES ASSOCIATON will be guided by the Interdistrict Association of SSCAF’s Games, sports and cultural activities  Associations, if any.  SSCAF, DELHI will also abide by the changes, if any, made in the SSCAF, DELHI rules in this regard from time to time, but if SSCAF, DELHI decide, it can frame its rule for Domestic Competitions.2I

1.) It is mandatory to use proper kit or uniform by every team  in all the District Level championship or tournament including affiliated Boards Meets.

2.) No player/team will be allowed to appear on the ground bare footed in any competition .

3.) It is mandatory for district unit/ boards / departmental units that they should get their player/teams registered at District / District or district level.  District units / boards/ departmental units not adhering to this

requirement will not be allowed to participate in any District Championship.

4.) All the district units affiliated to SSCAF, DELHI are required to conduct Technical Officials Examination in their respective districts prior to such an examination conducted to the SSCAF, DELHI. Chairman Selection Committee will be consulted in regard for preparation of examination paper, practical tests for conducting the district level examination.

5.) In order to improve the technical conduct of various District/Interdistrict competitions and to have sufficient number of technical officials, SSCAF, DELHI will conduct Technical Official’s examination regularly on

the pattern of SSCAF, DELHI.

6.) SSCAF, DELHI will organize seminars on regular intervals for technical officials to appraise them about any change or amendment to rules and technical conduct. It will be mandatory for technical & officials to attend such seminars.

 

7.) Duties of Technical Delegates:

a) To confirm in writing about acceptance of offer.

b) To reach the venue atleast 48 hours before the start of the competition.

c) To submit the report and results within 10 days of conclusion of the championships.

d) To verify and check the equipments to be used in the championships.

e) To impress upon the organizer to follow SSCAF, DELHI directions.

f) To appraise Secretary SSCAF, DELHI / Chairman Technical Committee about time to time developments.25

g) To physically verify the meet and District Records and to send detailed report in this regard to SSCAF, DELHI.

h) To convene a meeting of technical officials well before the start of competition.

i) To assist the organizers in all technical matters.

 

8.) SSCAF, DELHI can also appoint observer when ever necessary who will visit the venue atleast 30 days before the commencement of the SSCAF’s Games, sports and cultural activities  meet. He will ensure that all arrangements are according to the requirements of SSCAF, DELHI. All the expenses in this regard are to be paid by the organizer.

9.) SSCAF, DELHI will form Media/ Publicity committee which will assure the publicity of the meet. The committee must ensure the following:

         a) T.V.Coverage.

         b) Press release in all the Newspapers & Magazines.

         c) Publicity in the host city / town / village to attract more people.

10.) Programme of the meet will be prepared by Technical Committee in consultation with Secretary, SSCAF, DELHI/ Chief Coach, and juniors as well as seniors.

11) Enteries for district level SSCAF’s Games, sports and cultural activities  .championship or tournaments         

 

A) All the affiliated units must send the entries of the Player/teams for participation in the various Meets, atleast 15 days before the commencement of the Competition, failing which, the organizer will not accept the entry and the team will not be allowed to participate. A copy of the entry of the Player/teams should also reach the SSCAF, DELHI office clearcut 15 days before the commencement of the competition, failing which SSCAF, DELHI will notify the respective unit not to send their Team for participation in the respective Competition.26

B) No reserve entry will be allowed.

C) Change in the entry in the last moment will not be allowed.

D) No board will get accommodation free of cost by the organizer of the meet.

12.) No unit can change the date and venue of the competition allotted to them. In case of change it will be liable for a fine upto Rs. 50,000/- (Rupees Fifty Thousand) failing which it will be liable for disaffiliation /participation in any competition.

13.) District units / boards / departmental units will bid for the various competitions atleast six months in advance. Executive Committee of SSCAF, DELHI is competent to allot any championships among bidders. But if

there is no bidder for any particular meet, Executive Committee will allot the meet to any board/unit/district without their consent. The board affiliated to SSCAF, DELHI has to accept the decision of Executive Committee. In case of any delay in the Executive Committee meeting, the president SSCAF, DELHI is authorized to form a 3 member Committee to decide the allotment of various meets.

14.) SSCAF, DELHI will also appoint various officials for successful conduct of the meet.

15.) SSCAF, DELHI will also make efforts to bring sponsorship for the various SSCAF’s Games, sports and cultural activities  Meets. The money collected by SSCAF, DELHI will remain with the SSCAF, DELHI and will have the right of 80% of the total hoarding. Kits/uniform and advertising space can also sell the name of the Meet. But if SSCAF, DELHI sells the Meet, then the Technical conduct will be the responsibility of SSCAF, DELHI.

16.) The host unit must ensure the SSCAF, DELHI that the unit will provide reasonably good accommodation to the player/teams and officials. If SSCAF, DELHI gets sufficient funds from sponsorships, SSCAF, DELHI will be responsible for total conduct of the meet.

17.) It is mandatory for all the outstanding teams to participate in District Competition organized by SSCAF, DELHI. If any player/team cannot participate in any District Championships due to any genuine reason, prior permission of the Secretary of the Association is required, and the decision of the Secretary will be the final.

 

D) Recognition of the various competitions at District Level.

Capitation Fee / Guarantee Money of Rs. 10,000/-(The fee is applicable only if any affiliated unit organised the events). The fee can be revised from time to time and 25 percent of the total prize money and capitation fee has to be paid in advance to SSCAF, DELHI. But for any business concern the fee will be Rs. 50 thousand for 'A' category, Rs. 40 thousand for 'B' Category and Rs. 35 thousand for 'C' Category and 50 % of the prize money. . SSCAF, DELHI can permit any Office Bearer / Club/ Unit/ Deptt./any person to organize competitions. The accounts of that meet will be kept separately. However, the organizer will have to pay a reasonable amount to SSCAF, DELHI.at least 25% of total entry fees (SSCAF, DELHI will form a committee to negotiate more fees)

 

E) The Association will ensure that hereafter organizations affiliated to it,grant membership to an individual club or to an individual person and in case such membership does not confer on that member the right

to vote in any meeting of the Organization. Provided that in the case of Union Territory, affiliation may be granted to an individual club.SSCAF, DELHI will have two types of members:

i) Affiliated

ii) Recognized

i) Affiliated members will have the right to vote as per classification.

ii) Recognized members will have only one member in the General Council but with no voting right.

 

F) The Association may sue or be sued in the name of the Hony.Secretary.

 

G) The provision of the societies Registration Act (Act XXI of 1860) will apply to the Association.

 

H) In all matters relating to the interpretation of an application of the constitution as well as in matters not specifically provided for herein. The decision of the council shall be final and binding on all concerned.

I) No decision taken at an Annual General Meeting or at a meeting of the council shall be re opened, modified or cancelled within a period of six months thereof.

J) Every member shall be deemed to continue its membership on the specific condition that it voluntarily surrenders its right of seeking redressal in a court of law and accept the arbitration of the SSCAF, DELHI. Members shall abide by the majority decision of the disciplinary committee to settle disputes arising between:

i) One member and another; or

ii) Between the member and the Association.

 

K) The Association will be guided by the rules, regulations, Bye- laws,  directions and instructions issued from time to time by the SSCAF, DELHI

 

L) In order to stop over age participation in the Juniors, if 3 player/teams from any participating unit are found over aged, the unit will not be allowed participation in any Competition organized by SSCAF, DELHI for a period of one year. However, the Player/teams may be allowed to participate under the banner of SSCAF, DELHI if the President / Secretary so desire.

 

M). Financial Responsibilities

President and Secretary SSCAF, DELHI will be paid to and fro air passage cost for his official visits. He will also be paid D.A. towards out of Pocket expenses for his official visits in DELHI and abroad. He is also entitled to have local conveyance by taxi, as and when required. All these expenses to be approved by the President SSCAF, DELHI.

Treasurer SSCAF, DELHI will be paid to and fro air passage cost for his official visits. President in consultation with Secretary will decide the monetary assistance to be paid to other office bearers or any other member of the Association including the salary of the staff of the Association. Technical Delegates/District Technical Officials nominated by the Association for the various District level SSCAF’s Games, sports and cultural activities  Competitions will be given the following facilities by the organizers of the Meet: -

i) 2nd A.C. to and fro rail fare from place of residence to the venue of the competition.

ii) Free board and lodging including local conveyance for the duration of their stay of the venue of the meet.

iii) Rs. 500/- per day for out of pocket expenses for the duration of their stay at the venue of the meet and also for journey period.29

With regard to the above mentioned facilities for District Technical Officials/Technical Delegates, Secretary SSCAF, DELHI can reduce or increase the same, in case of any financial problem. 

N) SSCAF, DELHI competition manual will be binding on all the members/organisations etc.

 

XXXI. CHARACTER OF THE ASSOCIATION

The Association is a permanent organization of Patriotic and District Character. It is devoted to the physical and cultural education of the youth of DELHI. It is independent, autonomous and free from political, religious or communal influences.

 

XXXII. JURISDICTION OF THE ASSOCIATION

Delhi Courts will have exclusive jurisdiction in all matters pretaining to the SSCAF, DELHI, its activities and members.

 

XXXIII. SOURCE OF INCOME:

Source of income of the Association are (1) Annual registration fees and renewal fees from  affiliated district units and club. (2) Donation from public, if any

 

ZONES

SSCAF, DELHI will be divided into 5 Zones namely North, West, East, South and Institutional Zone. The Jurisdiction of these Zones will be as under: -

North - Jammu & Kashmir, Himachal Pradesh, Punjab, Chandigarh, DELHI, Delhi and Uttar Pradesh.

West - Gujarat, Maharashtra, Rajasthan, Goa and Madhya Pradesh.

East - Bihar, West Bengal, Assam, Orissa, Manipur, Nagaland, Meghalaya, Tripura, Mizoram, Sikkim and Arunachal Pradesh.

South - Kerala, Tamilnadu, Karnataka, Andhra Pardesh and Pondicherry.

Institutional Zone /All Institutional Members.

CODE OF CONDUCT

 

A. For office bearers of the Association:

In order to improve and streamline the working of the Association to achieve the objects, it is imperative that the office bearers specially, President / Secretary /Treasurer be made accountable. The duties & responsibilities of President /Secretary / Treasurer in this regard are:

1. To plan and propose SSCAF’s Games, sports and cultural activities  activities in the state.

2. To Organize District / Interdistrict Competitions for the player/teams as per the constitution.

3. To Organize Clinics / Seminars concerning important issues as regards to the development of SSCAF’s Games, sports and cultural activities .

4. To prepare & send the team for Interdistrict Competitions.

5. To conduct Coaching Camps for Juniors / Seniors in connection with the preparation of player/teams for Interdistrict Competitions.

6. To provide all necessary facilities and help player/teams to achieve high level performance.

7. To make efforts to popularise SSCAF’s Games, sports and cultural activities .

8. To conduct Executive Committee Meeting /A.G.M. as per Constitution.

If the office bearers fail to perform the above mentioned activities, the executive committee can analyse the whole working & propose an appropriate action, which needs to be ratified by the General Body.

 

B. For District SSCAF’s Games, sports and cultural activities  Associations / Sports Boards:

1. To organize District/District level / District level competitions.

2. To prepare and send the teams for various competitions at zonal, district, district and district level

3. To conduct Coaching Camps for Junior / Senior in connection with preparation for participation in various competitions.

4. District Associations / Boards are required to comply with the rules and regulations laid down in the SSCAF, DELHI Constitution failing which they are liable for dis-affiliation. This include the various activities and obligations in the Constitution.

5. No office bearer of District Associations / Sports Boards will go to the Press / any Outside Organisation / any individual, and give comments about the activities of the Association.

6. Before going to the press they have to give in writing their complaints / grievances to the Hony. Secretary, who in consultation with the President has to take appropriate action within 30 days. If need, such complaints / grievances may be placed before the Executive Council Meeting of SSCAF, DELHI.  In case of violation of any of the above, SSCAF, DELHI Executive Committee can propose appropriate action including suspension of the concerned unit.

 

C. For Coaches :

1. The Coaches will be accountable for the performance of their player/teams in District & Interdistrict Competitons.38

2. No Coach is supposed to encourage overage participation in Junior Meets.

3. No Coach is supposed to encourage the player/teams for the use of banned drugs/prohibited technique.

4. No Coach will go to the Press / any Outside Organization / any other person in case of complaint / grievance about the activities of the Association.

5. In case of any grievance or otherwise, concerned Coach has to give in writing his / her complaint / grievance to Hony. Secretary of the Association, who in consultation with the President has to take up appropriate action within 30 days, and can also allow the Coach to speak to the press.  Disciplinary action will taken against such coach if his/her complaint/grievance found false.

 

D. For Player/teams

1. If any player/team misbehaves with any authority including any Sports official, Coaches, Technical officials, Members of SSCAF, DELHI he/she is liable to disciplinary action.

2. Any type of mis-conduct by an player/team during coaching camps and Competition etc. will make him/ her liable to disciplinary action.

3. Player/teams have to respect the SSCAF, DELHI Constitution & all directions given by the Association including the rules & regulations of the Association.

4. No player/team will go to the Press / any Outside Organisation / any individual in case of any complaint / grievance about the SSCAF’s Games, sports and cultural activities  activities / Association activities of the coaches and other matters concerning SSCAF’s Games, sports and cultural activities .

5. Before going to the Press, player/teams will have to give in writing their complaints / grievances, if any to the Hony. Secretary who in consultation with the President has to take appropriate action within 30 days. They can go to the press, if no action is taken by Secretary / President.  In case of violation of any of the above, Disciplinary Committee will take appropriate action which need to be ratified by Executive Committee.  A player or team may be banned for two years if his/her complaint/grievance found false

 

Note: Atleast three Members of SSCAF, DELHI Disciplinary Committee must be present in Meeting before any action is suggested
